What should a telecalling app do when the signal drops?

A counsellor at a coaching institute in Kota spends part of every afternoon in a stairwell between floors, and the building eats the data connection. Does a telecalling app work on a normal Android phone?
Yes, and that is the point of one. Do I need a separate SIM or a virtual number?
