In short: Voice broadcasting (bulk voice calls / OBD) plays a recorded message to lists at scale, billed per call attempt, and lives inside TRAI’s registered-telemarketing regime for anything promotional. It legitimately fits transactional alerts, rural low-smartphone audiences, and registered mass campaigns. For sales and follow-up it is the wrong machine: WhatsApp templates notify cheaper with proof, and only human conversations sell.
The pitch arrives in every business WhatsApp eventually: “Bulk voice calls: 1 lakh calls @ 12 paise! Your offer in every ear!” Voice broadcasting is a real, legitimate technology: and one of the most mis-sold products in Indian marketing, because the businesses buying it usually needed a different machine entirely. What voice broadcasting actually is
You record a message (or text-to-speech generates one), upload a number list, and the platform dials everyone, playing the recording to whoever answers: sometimes with “press 1 to talk to an agent” branching. Billing is per call attempt or per connected second, in paise: cheap per unit, real money at lakh-scale. It is broadcast infrastructure: a cousin of bulk SMS, not of sales calling: no human from your side is on any call.
The rules (read before any campaign)
Promotional voice blasts to people without a relationship to you sit squarely inside TRAI’s commercial-communication regime: registered telemarketing rails (the 140-series), DND scrubbing, consent records, content registration. - Low-smartphone audiences: rural and older segments where WhatsApp penetration lags: a voice note in the local language reaches where text cannot: agriculture boards and government schemes use exactly this.
- Registered mass campaigns: elections, public announcements: broadcast by nature, regulated as such.
Where it is the wrong machine (the mis-sold majority)
- “Lead generation” press-1 campaigns: the responders to cold robocalls convert at rates that make purchased lists look premium, and the blast burns the sending numbers supplying it.
- Offer announcements to your own customers: a WhatsApp template does this cheaper, with delivery-and-read proof, a tap-through link, and no customer answering a robot mid-meeting: the campaign math rarely favours voice.
- Anything meant to SELL: selling is conversation, and conversation needs a human on your side of the call: which is the auto dialer’s job, a different product with different economics.
