How did a Pune channel partner find the portal leads nobody called twice?

Picture a channel partner firm with an office in Baner and 15 agents selling flats for four developers, mostly in Hinjewadi and Wakad. Buyers are largely IT staff who enquire from their desks. Every month roughly 600 portal leads and ad enquiries land in a shared Google Sheet, and the owner's standing instruction is simple: ring a new lead the day it lands, and never close a lead on a single attempt.
The owner connects that sheet once in Live Sheets on the Web CRM and picks the 15 agents. From then on new rows flow in as leads by themselves, with the portal written on each one, and are shared out round robin across those agents. For the first month nothing else changes.
