What does an auto dialer for UK businesses actually mean?

Service call or marketing call: which pile does each number belong in?
Sort before you upload. Six questions, and the second column is where PECR, the TPS register and the CTPS come in.
Do you already have an agreement with this person?
Service. A tenancy, a management contract, an order, a policy. The call is about that agreement.
Marketing. No agreement. You want one, and the call is the first step towards it.
Did they give you the number themselves?

books, and those calls need a record and a callback far more than they need a compliance department.

Three names come up in every UK dialer search. They do different jobs, and the split tells you which worries a phone dialer removes and which stay yours.

The TPS
Nothing; it is a register, not a regulator. It runs the consumer and corporate opt-out lists and licenses screening against them.
The screening itself, through the licensed service or a bureau, before upload. It is a separate fee and not part of any RMDialer price.
Where the app stops
Screening. No TPS check, no CTPS check, inside the app. A marketing list is screened before it is uploaded, and the screening date goes in the source column.
Consent and the soft opt-in. Proof lives where your other records live: the tenancy file, the enquiry form, the signed terms. The remark on a record can point at it.
Recorded messages and over-dialling. Neither exists in the app. A campaign that needs a recorded reminder to thousands of numbers is a cloud product with Ofcom duties of its own.
Silent calls
Why can a one-call-at-a-time dialer not make a silent call?
The complaint Ofcom acts on comes from a specific piece of machinery. A phone is not that machinery.
A silent call happens when a dialling system has rung more people than it has agents free, someone answers,
and there is nobody to speak to them. Ofcom treats the repeated version as persistent misuse and its fines
run to two million pounds. Every rule it publishes on the subject is aimed at that gap between the number of
calls placed and the number of people available to take them.
A handset has no such gap. It is on one call or it is not, and RMDialer rings the next number only after the
last one has been finished and written up. The negotiator who pressed start is the voice the tenant hears.
There is no setting that changes this, and no predictive mode to enable by accident, because the phone cannot
hold two conversations at once whatever the app asks of it.
So the Ofcom worry is removed by the shape of the tool, and what is left is the ICO's question about the

Power or predictive
Do you need a predictive dialer in the UK, or a power dialer?
Both phrases get searched together, and they name different products with different duties attached.
A predictive dialer guesses how many numbers to ring so that an agent is free at the instant someone picks
up. On a floor of sixty working a cold file with a low answer rate the guess is mostly right and the floor
stays busy; when it is wrong, the call is silent, and Ofcom's abandoned-call duties exist to cap how often
the guess may miss.
A power dialer makes no guess. The next number rings when the caller is free and not before, so the pace
follows the conversation rather than an algorithm and nobody is dropped. A firm with three to thirty people
ringing tenants, landlords, customers and enquiries gets all it needs from that: no typing, a note on every

A worked example
How does a lettings agency in Greater Manchester ring 180 renewals from its own mobile?
Round numbers and an invented branch, to show the two piles being sorted and what the app does with each.
Picture a lettings agency with a branch in Salford and 180 tenancies ending in the coming quarter. Each needs
two conversations: one with the tenant, about whether they want a tenancy renewal, and one with the landlord,
covering the rent review, the EPC expiry, whether the deposit stays protected and whether to keep the break
clause. Two negotiators have handled this from a printed sheet and a shared inbox, and each quarter a dozen
renewals drift past their date because the call was never made.
The branch manager sorts first. Tenants and landlords on existing agreements make up the service pile, and
no register enters into it. The marketing pile is 60 landlords from a portal export the branch has never
dealt with, whom she would like to ring about managing their landlord portfolio. Those 60 are screened
against the TPS register and the CTPS through the licensed service on the Wednesday; 14 come off, and the 46
left go into RMDialer as their own list with "portal export, screened Wednesday" in the source column.
Thursday morning both negotiators choose the branch SIM, leave ten seconds between calls and start on the
renewals. A tenant answers; the screen reads "tenancy ends 2 March, rent 850, will stay if the boiler is
sorted", and the conversation is about the boiler, not about who is calling. By Friday 110 renewals are
agreed. Forty tenants want ringing after payday, and each request turns into an alarm on the right
negotiator's phone for that date. Landlords who accept a rent review receive the new figure on WhatsApp
while the next number is already ringing. Three people ask not to be contacted about lettings again, and each
gets a "do not call" status that keeps them out of every list from now on.
Sunday evening the manager opens the browser view at home: calls per negotiator, renewals agreed, the
after-payday callbacks, and the 46 screened landlords shown as a separate line so the two piles never blur.
Two seats for the year came to $58, converted to pounds by the card, and every call sat inside the
minutes the branch mobiles already had.
