Which rules decide whether you can cold call a homeowner in your country?

The dialer is the second question. The first is what the regulator where your prospect lives says about sales calls to people who never asked. Four markets, in plain words, each pointing to the site that has the final say.

United States: TCPA and the National Do Not Call Registry

The FTC runs the National Do Not Call Registry, and any homeowner can add a number to it for free. A seller doing telemarketing has to check its calling list against that registry at least every 31 days, keep an internal list of everyone who said stop, and ring only between 8 am and 9 pm in the homeowner's own time zone. A past deal or a recent enquiry can open a limited exemption window, and the window after an enquiry is much shorter than the one after a sale. On top of that sits the TCPA, enforced by the FCC, which sets consent rules for autodialed or prerecorded calls to mobile numbers, and it is a law people actually sue under.

United Kingdom: TPS and PECR

Live marketing calls in Britain sit under PECR. The Telephone Preference Service, TPS, is the official opt-out register for landlines and mobiles, with Corporate TPS for business lines. A live sales call to a registered number is not allowed unless that person told you specifically that they are happy to hear from you, so a list has to be screened before anyone dials. A fresh registration can take up to 28 days to switch on, which is why a screening done last spring does not cover this week. The ICO enforces the rules and has issued six-figure fines for unsolicited marketing calls this year. Silent and abandoned calls from dialing software are a separate matter for Ofcom.

India: TRAI, the preference register and the 140 series

Indian homeowners opt out through the National Customer Preference Register, by calling or texting 1909 or through the TRAI DND app. TRAI keeps the 140 number series for promotional voice calls and a 160 series for service and transaction calls from banks and other regulated senders. United Arab Emirates: the TDRA Do Not Call Registry

The TDRA runs a Do Not Call Registry, the DNCR. A resident joins by texting DNCR to 2211 or 1012, and the same short codes take reports of unwanted sales calls. Separate rules for telemarketing firms, drawn up with the Ministry of Economy, cover who may be called, at what hours and what has to be recorded. They have changed before, so a Dubai or Abu Dhabi brokerage should read the current TDRA material before a single cold number is dialed.

Does cold calling still work for real estate agents in 2026?

Yes for some agents, in some markets, with the right setup. Less often than the training videos suggest.

The case for it is simple. An owner whose listing just expired is often annoyed with their last agent and open to a new one, and nobody else will hand you that conversation.
