What happens to a buyer who answers a predictive or parallel dialer?
Here is one answered call on a three-line dialer, second by second. Timings are rounded and for illustration.

A property buyer is not a random name on a data list. They left their number on a listing site, signed in at an open house, or asked about maintenance fees on a condo. Notice what all three rules have in common. They do not ban dialing software. They measure what happens after a person answers, which is exactly the moment a multi-line dialer gets wrong. A power dialer is only a faster way of doing what an agent does with a thumb: ring the next person on the list. There is always a live person ready when the number rings, so the abandoned call rules in the table above are hard to break with one. Google shows "are power dialers illegal?" next to this search because the word dialer gets lumped in with robocalls, and robocalls are a different thing: prerecorded or artificial voice messages sent to many numbers.
Two things stay true whichever mode you pick. First, telemarketing rules still apply to the list itself: who gave consent, who is on a do-not-call register, and what hours you may ring. A power dialer does not make a bought cold list lawful. Second, in the US the rules on automated calls to mobile phones have been argued in court for years, so a brokerage running high-volume outbound should get advice from a lawyer who knows its state.

How did a Toronto resale condo agent lose buyers to a parallel dialer?

Picture a resale condo agent in Toronto with about 600 names built up over two years: open house sign-ins at downtown towers, people who asked about maintenance fees on a listing, and past buyers whose leases or mortgage terms end soon. A new one-bedroom listing comes up near the waterfront, and the agent wants to ring the whole list in a week.
